This tax burden is driving a growing number of companies out of the capital. <\/p>\n<h3 data-start=\"629\" data-end=\"679\">A pile of taxes that adds to the bill<\/h3>\n<p data-start=\"681\" data-end=\"974\">The only real estate tax common to all three Belgian regions is the <strong data-start=\"749\" data-end=\"773\">property withholding tax<\/strong>, based on <strong data-start=\"787\" data-end=\"807\">cadastral income<\/strong>. This notional rental income, fixed in 1975 and still expressed in Belgian francs before conversion into euros, remains the cornerstone of a system considered obsolete. <\/p>\n<p data-start=\"976\" data-end=\"1390\">But in Brussels, this withholding tax is accompanied by an <strong data-start=\"1026\" data-end=\"1076\">accumulation of regional and communal taxes<\/strong>, including the <strong data-start=\"1086\" data-end=\"1130\">tax on non-residential surfaces<\/strong>, representing on average an additional 25%. As a result, in 17 of Brussels&#8217; 19 communes, the tax burden exceeds <strong data-start=\"1257\" data-end=\"1265\">60%<\/strong> of indexed cadastral income, and even exceeds <strong data-start=\"1306\" data-end=\"1314\">70%<\/strong> in nine of them. <strong data-start=\"1340\" data-end=\"1354\">Schaerbeek<\/strong> holds the record with <strong data-start=\"1378\" data-end=\"1389\">82.45%<\/strong>. <\/p>\n<h3 data-start=\"2226\" data-end=\"2273\">Large companies vs. SMEs: two realities <\/h3>\n<p data-start=\"2275\" data-end=\"2580\">Only <strong data-start=\"2286\" data-end=\"2309\">large companies<\/strong> &#8211; notably <strong data-start=\"2322\" data-end=\"2360\">BNP Paribas Fortis, Belfius and ING<\/strong> &#8211; still seem to justify the additional costs of locating in Brussels. The majority of <strong data-start=\"2455\" data-end=\"2462\">SMEs<\/strong> and consultancies (including the <strong data-start=\"2505\" data-end=\"2517\">Big Four<\/strong>, all based on the outskirts) prefer to bypass the capital. <\/p>\n<blockquote data-start=\"2582\" data-end=\"2762\">\n<p data-start=\"2584\" data-end=\"2762\">&#8220;<em data-start=\"2584\" data-end=\"2674\">The
